Internal/External Interactions: - Internal • Reports to Talent Acquisition Manager • All Units in MJQE - External • Recruitment agency, supplier and so on • University, NGOs and so on involve with education development program Functional Responsibilities: - Lead the team of talent acquisition who perform a variety of recruiting functions such as creating and posting recruitments, evaluating applicants, facilitating employment testing, and selection process activities citywide. - Promote and facilitate innovative, competitive strategies for recruiting and selecting diverse, high-quality talent. - Establish credibility with the departments as a trusted advisor who provides expert advice as it relates to talent strategies, processes, programs and practices. - Ensure exceptional candidate experience throughout the hiring process. - Manage and leverage relationships with each department, business units, peer groups and stakeholders of MJQE to maximize outreach and seek continual improvement opportunities. - Motivate, coach, develop and engage talent acquisition team and other personnel on job analysis; recruitment, advertising, and sourcing strategies; employment test development, administration, and scoring; selection methods and tools; and legal/legislative developments. - Facilitate the recruiting and selection processes to fill various middle management, assistant director, and other sensitive positions. - Support the Talent Acquisition team to implemented the talent acquisition applicant tracking system (ATS). - Consolidate and generate the weekly, monthly and biannual report of recruitment. - Other tasks assigned by line manager. Travel Requirements: - This position is based in head office. At times the position is scheduled to work in Units and regional level. Job Requirements: - Educated to bachelor degree level in Human Resources Management, Business Administration or relevant field. - 03+ years’ experience in monitoring recruitment and selection activities to ensure compliance with policy and applicable employment law - Demonstrated experience leading and motivating others in a supervisory capacity - Demonstrated experience with hard to fill positions - Familiarity with social media, resume databases and professional networks - Hands-on experience with full-cycle recruiting using various interview techniques and evaluation methods - General knowledge of various employment laws and practices - Attention to detail - Excellent verbal and written communication skills - A keen understanding of the differences between various roles within organizations.
