• Prepare, implement and compile data for monthly reporting • Set periodical Talent & Culture and training budget & forecast • Participate in management meetings to review progress towards achievement of business plan goals and develop the annual business plan related for the department • Formulate and implement policies, procedures and standards pertaining to Human Resources Administration, Compensation and Benefits, Employee Welfare, Safety and Health, Employee Communication, Industrial Relations, Training and Development, Performance Management and Career Development in accordance with national, industry standards, laws and customs, and ensuring that they are complied with by other departments • Oversee the administrative activities of payroll, benefits, legal compliance and employment law • Develop and propose plans relating to present or future manpower requirements of the Hotel to ensure that the Hotel is correctly staffed according to the projected level of business • Liaise with employment agencies and other sources for the recruitment of Management employees. Interview, assess and evaluate prospective employees • Formulate and recommend a sound wage and salary system, which facilitates the attracting and retaining of Heartists • Identify, prioritize and meet short and long term training and development needs of the Hotel • Review the recommendations of staff promotions and career development by respective Executive Committee/Department Heads for the General Manager’s approval • Represent the Hotel in collective bargaining and contacts with labor organizations and employee representations • Prepare succession plan for the potentials for middle and senior management level with the department/division heads and General Manager • Oversee the Hotel’s Heartist’s facilities including employee locker rooms, rest rooms, and Heartists restaurant • Direct the Hotel’s employee events, social and recreational activities as well as employee recognition programs • Edit Novotel Phnom Penh Heartists newsletters and other in-house publications • Act as an internal consultant in providing advice and guidance in the management and resolution of grievance and disciplinary issues • Maintain confidentiality of sensitive matters/issues • Ensure compliance with local health and safety regulations • Manage the hotel Facebook Heartist profile and post regularly photos of activities and internal achievements and keep interaction with followers and comments posted • Create and maintain a dynamic Linkedin profile for the hotel recruitment • Update communication boards at the back of the house area and remove any outdated information. Always published and announced new joiners by week and by individual page for each manager position with a tailored description • Keep Heartist’s canteen active with celebration calendar and events planned with associated special food menu in coordination with the chef or the outsourced company and as well music and decoration for each occasion • Prepare welcome on board letter for managers appointment upon boarding, confirmation of employment letter after probation period completed successfully and employee salary increment after necessary approval procedure being completed • Set-up birthday procedure and individually celebrate birthdays for managers of level 1 and above, create a sense a personal touch and uniqueness and “feel warm”. • Interview , select and recruit all hotel Phnom Penh employees (except EXCOM member team which is directly interviewed and selected by GM) • Identify and develop team members with potential • Conduct performance review and manages performance issues that arise within the team • Constantly monitor team members performance, attitude and degree of professionalism • Develop, conduct maintain all staff training programs for team members, focusing on their development needs, providing them with new skills to meet the changing needs of the business • Conduct monthly departmental meetings to provide information to team members, obtain their feedback, rectify issues and provide a regular forum for department communication • Perform other reasonable duties assigned by the assigned by the Management • Coach the Learning & Development Manager and drive him for higher performance • Ensure the Talent & Culture Department understand and follow the 5S concept and apply
