Financial Director Responsibility & Qualification Company Background: Asia Svayrieng Water Co., Ltd (“ASW”) was established in 2020 ASW has been licensed for 20 years to source treat and distribute clean water to the people in Chantrea District and Bavet Town in Svayrieng Province. ASW is the subsidiary of Asia Infrastructure Management in Thailand, which has more than 30 years’ experience in supplying water in Luang Prabang, Lao PDR, in Manila, Philippines and in the provision of other water and general infrastructure maintenance work in Bangkok, Thailand and around the region. Job Duties: Reporting to the Country Manager (LINE) and CFO of Parent company (FUNCTION): Based in Phnom Penh: Head of Financial and Commercial ASW: Position Summary: The Financial Director is responsible for overseeing the financial operations of the company, providing strategic financial input to senior management, and ensuring the company's financial health. This position plays a crucial role in financial reporting, financial forecasting, cash planning, managing financial risks, overseeing budgeting processes, tax filings, internal controls and ensuring compliance with financial regulations. Key Responsibilities: 1. Financial Strategy & Planning: o Develop and implement financial strategies aligned with company goals. o Provide strategic financial input and leadership on decision-making issues affecting the organization. 2. Budgeting & Forecasting: o Lead the budgeting, forecasting, and long-term financial planning processes. o Monitor financial performance against budgets and provide variance analyses. o Make recommendations to improve financial performance and profitability. 3. Financial Reporting & Analysis: o Ensure timely and accurate preparation of financial statements, management reports, and financial forecasts. o Oversee all financial reporting, including statutory accounts, board reports, and investor presentations. o Provide insights based on financial data to support business decisions. 4. Risk Management: o Identify and manage financial risks to the organization, including currency, interest rate, and operational risks. o Develop and oversee risk management policies and procedures. o Ensure compliance with corporate governance, financial regulations, and industry standards. 5. Treasury & Cash Flow Management: o Manage company liquidity and capital structure, ensuring optimal funding levels. o Oversee cash flow planning, ensuring adequate liquidity to meet the company's obligations. o Maintain relationships with banks, investors, and financial institutions. 6. Compliance & Auditing: o Ensure that the company complied with Cambodian financial regulations, tax laws, and statutory requirements o Coordinate and oversee internal and external audits. 7. Team Leadership & Development: o Lead, mentor, and develop the finance team. o Setting up financial processes and systems and ensure continuous improvement. o Foster a culture of accountability and excellence within the finance team. 8. Cost Control & Efficiency: o Analyze costs and expenses to guide management in making decisions to optimize spending. o Identify areas where efficiencies can be achieved and costs can be reduced. o Oversee procurement strategies to ensure value for money. Qualifications: 1. Educational Requirements: o Bachelor’s degree in Finance, Accounting, Economics, or a related field. o Advanced degree (MBA, Master’s in Finance) is highly preferred. o Professional accounting qualifications (CPA, ACCA, CIMA) are preferred. 2. Experience: o 10+ years of experience in finance roles, with at least 5 years in a leader/management role. o Proven experience in financial strategy, analysis, forecasting, and planning. o Experience with financial reporting, risk management, and treasury functions. o Experience in mergers, acquisitions, and corporate finance is a plus. o Knowledge of Cambodian tax and regulatory environment. o Experience in setting up financial systems and processes are preferred. 3. Technical Skills: o Strong knowledge of financial management, corporate finance, and accounting principles (IFRS/GAAP). o Proficiency with financial software systems (e.g., SAP, Oracle, or similar ERP systems). o Advanced knowledge of financial modeling, forecasting, and analysis tools. o Knowledge of taxation laws, regulatory requirements, and compliance matters. 4. Soft Skills: o Strong leadership, communication, and interpersonal skills. o Ability to work collaboratively with other departments and senior management. o Excellent decision-making and problem-solving abilities. o Strategic thinker with the ability to align financial plans with organizational objectives. 5. Additional Requirements: o High integrity and ethics in managing company finances. o Strong negotiation and influencing skills. o Ability to work in a dynamic, fast-paced environment. o Experience working with international or multi-entity organizations is a plus.
