Core Responsibilities 1. Responsibilities of HR Director o Plan and create strategies to ensure achievement of the HR objectives. o Provide expert professional advice to senior management in all areas of HR, including payroll, learning and development, employment law, HR policy, best practice and workforce development. o Develop effective employment policies in consultation with senior managers, executives, trade unions, staff and partners. o Provide professional leadership, support and development to HR staff, in order to increase knowledge, share best practice and ensure professional standards are met. o Ongoing review and improvement of the company’s occupational health, employee programmers’, staff benefits and packages. o Set internal professional standards for creating job descriptions and handbooks. o Be accountable for company compliance with current regulations, professional standards, policies and procedures and legislation. o Oversee the development and implementation of succession planning. o Implement a continuous improvement agenda with focus on engagement and welfare activities, maximizing productivity, devolving HR responsibilities to line managers and building leadership capability. o Ensure the organizational structure uses development principles most appropriate to support future growth. o Analyze and review HR statistical reports to identify trends, so that key issues and resources are adjusted accordingly. o Design and implement standardized onboarding processes. o Determine relevant key performance indicators (KPIs) for incentive schemes. o Form a strong organizational culture, so that the company values are displayed. o Promote inspirational leadership by demonstrating the company’s values and championing the leadership behavior framework. o Effectively communicate any initiatives and programmed that encourage delivery of the company’s values. o Champion a high-performance culture with a focus on successful outcomes. o Create and oversee the plan for diversity, equality, and inclusion that aligns with company values, business strategy and commitments. o Oversee the creation of training and development plans for all employees and ensure they operate at a consistently high standard. o Design and lead the performance review programmed that supports continuous development for all employees. o Ensure employee training requirements are well managed and monitored. o Coach, mentor and support senior colleagues to identify strengths and development needs. o Ensure the efficient management of annual HR budgets. o Form strong relationships with Senior Managers, Executives and Trade Union representatives to ensure that the team perspective is fully represented in decision making. o Provide management and strong leadership of the HR business unit functions and staff, including advice and direction on work priorities, budget and staff resources, strategic and policy issues, organization and staff management issues. 2. Responsibilities of Administration: o Provide support on a wide range of administrative tasks such as maintaining and recording official documents, responding to stationary requisitions, etc. o Oversee the maintenance and cleanliness of the office building and all plants o Organize meetings, manage records and monitor administrative expenses o Arrange travel, manage office drivers, and prepare maintenance schedule of office vehicles o Manage document warehouse, office equipment, office supplies, and pantries o Process and maintain staff’s day-off and time keeping documents o Maintain electronic and paper records ensuring all information is organized and accessible o Assist in organizing and monitoring the Company’s annual events and ceremonies o Carrying out floor visits (weekly) to check housekeeping and compliance issues at all plants and office Professional Qualification O Bachelor or Master degree of business HR and administration or related field O At least 5 years of experience in supervisory level, and 3 years of experience in managerial level o Good command of English language and presentation skill o Strong knowledge of Human Resource functions and Cambodian Laboure Law o Strong creative, strong strategic, analytical, strong organizational and time management skills o Able to motivate and inspire people and work with foreigner staff and expert o Good manner person and strong commitment
